CPU core parking manager 3.0

Control the number of CPU cores that need to be enabled or disabled.
Main features:
- Performance graph for each core that shows if core is Active or Parked.
- Real time counter that displays number of active vs parked cores.
- Few more item in CPU data section.
- Ability to check for application updates under "Help->Check for updates" menu option.
